Wales’ ten-year mental-health strategy: the plan behind the promise

A Welsh plan with a ten-year horizon

The Welsh Government published its Mental Health and Wellbeing Strategy 2025–2035 on 30 April 2025. It replaces the Together for Mental Health strategy and is accompanied by a first delivery plan covering 2025–2028. The strategy page was updated in April 2026.

Its stated aims are to improve wellbeing across Wales and improve outcomes for people accessing mental-health support. A strategy and a delivery plan have different jobs: one sets the direction, while the other is the place to look for the initial programme of work.
